SASO - Certificate of Conformity (CoC) for Saudi Arabia – Saber Registration under SALEEM

The Saudi Standards, Metrology, and Quality Organisation (SASO) is Saudi Arabia's technical governing body. It was established in 1972 to govern tasks concerning standards, metrology, and quality.

The Kingdom of Saudi Arabia requires that all consignments of products exported to them be covered by SASO Technical Regulation. As a result, products should be issued with an SASO Certification, and each consignment should be accompanied by a Shipment Certification of Conformity (SCoC). These certificates demonstrate adherence to the relevant standards and technical regulations.

SALEEM stands for Saudi product safety programme. SALEEM is concerned about the safety of products on the Saudi market. SALEEM in Arabic means that the product is safe, secure, and free of flaws that could harm individuals, society, or the environment.

The new Saudi product safety programme (SALEEM) issues a new SASO certificate, which replaces the current product certification programme, in which products are classified as regulated or non-regulated based on their risk level. SASO has issued several technical regulations for specific products based on severity and risk. The technical regulations have listed the requirements and SASO certificate schemes for each product category.

What is Saber?

SABER is an online portal through which importers, notification bodies, and Saudi Customs issue certificates for both product and shipment certificates. SABER certificates are used to clear shipments through customs. Invoices are also issued through the SABER portal.

This importer-based portal registers products and certifies them for SABER shipment. The SABER certificate of conformity is required for all shipments to the Kingdom of Saudi Arabia.
